Everything you’re doing sounds correct — but there’s one small detail that might be easy to miss:
after pressing the encoder above the Routing label, the label itself should turn red. Once you see that red background, you’re in step-edit mode for routings.
From there, rotate the encoder above any step (the red square with the number inside) to change the routing for that step — it works similarly to how the piano roll behaves on normal sequencer tracks.
For reference: if you go to any sequencer track and click the encoder above Pitch Offset, you’ll enter the detailed piano roll view for that track. The matrix sequencer works the same way, but instead of pitch and velocity, you’re editing routings.
To modify a matrix step directly with parameter lock, just press and hold the step you want to change and turn the encoder above the Routing label — that will set the routing for that step.
